Join VAPCP
If you run an agency-directed personal care company in Virginia, this is the association that represents you before the people who write the rules.
Alerts are free — no membership required. They are also how many agencies first see the value of joining.
What membership actually buys
VAPCP is a statewide trade association for companies that provide in-home personal care. For-profit and not-for-profit agencies both belong. The work is specific: keep agency-directed personal care viable so a client can stay home and an aide can live on the wage, and keep members informed enough to run a compliant operation.
In practice, that means:
- Representation in Richmond. Board members and designated advocates meet legislators, DMAS, and the MCOs — including on reimbursement, so agencies can pay caregivers a wage that keeps them in this work. Members get the briefing after those meetings — including the quarterly DMAS meetings — instead of hearing about a change when it shows up in an audit.
- Legislative session alerts. When a bill or budget item needs a phone call or an email, you get the request with enough context to act. Non-members can receive alerts too; members get the fuller picture of why the ask exists.
- Regulation search. A searchable library of Virginia manuals and regulations, at search.vapcp.org. Shared member password. This is the tool owners and administrators use when a supervisor, auditor, or MCO cites a chapter you need to find now.
- A referral network. The member directory is how you send a case to another agency when it is outside your service area — and how families find you.
- Two conferences a year. Spring and fall. DMAS, MCO, and legislative session briefings, plus the hallway conversations that do not happen on a webinar. Members pay less to attend.
Advocacy is done by the Board, committee chairs, and members who show up — agency owners telling legislators directly what a reimbursement decision does to their caregivers and their clients. Which is why a larger membership changes what the association can do.

Who is eligible?
Provider membership is for companies that furnish agency-directed in-home personal care in Virginia, including for-profit and not-for-profit agencies. If you are licensed (or seeking licensure) as a home care organization and you deliver personal care, you belong here.
What does associate membership mean?
Associate members are companies that serve personal care agencies — insurers, vendors, and similar partners — rather than providing care themselves. Associate members pay the same dues, may attend conferences, and may be listed as an associate on the directory page. They do not appear as care providers in the family-facing search.
When do dues renew?
Dues are assessed for the calendar year and renew in January. If you join on or after July 1, you pay $400 for the remainder of that year and the full $800 the following January.
Can I get legislative session alerts without joining?
Yes. Alerts are free. Sign up here. Many agencies use a legislative session or two on the alert list before they join; the association is built for the ones who then pay dues and show up.
