2026 Day on the Hill: Advocating for Personal Care in Virginia

The Virginia Association of Personal Care Providers (VAPCP) was proud to return to the General Assembly for our 2026 Day on the Hill, bringing together providers, caregivers, and advocates from across the Commonwealth to speak with one unified voice on behalf of personal care services.

Day on the Hill is one of the most important advocacy events of our year. It provides an opportunity for those working directly in personal care to meet face-to-face with legislators, share real-world experiences, and highlight the critical role that in-home personal care plays in keeping Virginians safe, independent, and at home.

A Strong Showing from the Provider Community

This year’s event saw strong participation from agencies and advocates who took time away from already demanding schedules to engage directly with policymakers. Throughout the day, attendees met with Senators, Delegates, and legislative staff to discuss the challenges facing personal care providers — including workforce pressures, rising operating costs, and reimbursement rates that continue to lag behind reality.

We were honored to hear from Senator Aird, who spoke powerfully about the value of personal care and the essential role caregivers play in supporting families and communities across Virginia. We were also recognized on both the Senate and House floors, underscoring the growing visibility of personal care issues during the 2026 legislative session.

Legislators heard directly from providers who are navigating these challenges daily — not in theory, but in practice — and who remain committed to serving some of Virginia’s most vulnerable residents.

Building Momentum Throughout Session

Day on the Hill is not a one-day effort; it is part of an ongoing strategy to elevate personal care during the entire legislative session. The conversations started in Richmond will continue through follow-up meetings, budget advocacy, and ongoing engagement with lawmakers.

VAPCP is grateful to every advocate who participated, especially those who brought colleagues, staff, and caregivers to ensure our presence was felt. This collective engagement is how progress is made — and how we ensure personal care remains a priority in Virginia.
